feat(bb_led_apa102): APA102 RGB strip via SPI bit-bang (B1-172) (#200)

Implement bb_led_apa102 driver with bit-banged SPI protocol for addressable RGB LED strips (APA102/SK9822).

- ES-IDF and Arduino platform implementations with configurable CLK/DIN pins
- Host mock for unit testing with frame buffer capture
- Per-LED on/off, RGB color, and global brightness (5-bit) control
- Supports 1..65535 LEDs with lazy evaluation (buffer updates cached until flush)
- 8 host tests covering frame format, color mixing, disabled pixels

Total host tests: 455 (447 existing + 8 new)
