* fix: add uv environments config and regenerate uv.lock to fix --locked flag

The uv.lock fork markers included impossible platform combinations
(e.g. os_name == 'nt' and sys_platform == 'darwin') that uv could not
simplify when checking coverage against the full supported environment
space. Adding [tool.uv] environments restricts resolution to the three
real platforms (linux, darwin, win32), ensuring the fork markers
perfectly cover the declared environments and uv sync --locked succeeds.
