workflows/release: handle annotated tags when resolving tag

The previous lookup compared `.object.sha` directly against the
trigger's head SHA, which only works for lightweight tags. Annotated
tags expose the tag object's SHA there, not the underlying commit, so
the filter never matched and the release step bailed out. Dereference
annotated tags via `git/tags/<sha>` before comparing, and stop on the
first match.
