workflows/*: add gated release publishing flow

Trigger Build on `v*.*.*` tags and upload artefacts as a draft release
only for the Release build-type, with `fail_on_unmatched_files` to
catch missing outputs early.

Add a Release workflow triggered on completion of Build, Prettier, QA,
Spelling, Tests, clang-format, and markdownlint. It locates the v* tag
pointing at the head SHA, verifies every required workflow succeeded
for that commit, and promotes the draft release to published. Runs
that did not publish are cancelled and prior non-publishing runs are
pruned to keep the Actions history clean.
