test(deploy): regression for image deploy on Remote Execution

Asserts that Deploy(Image=true) on an RE deployment with
IsDagDeployEnabled=false no longer returns the "DAG-only deploys are not
enabled" error. Without the deploy.go guard fix this test fails with the
exact message customers saw on v1.42.0.
