feat(mining): pool-effective hashrate metric matching pool dashboards (TA-344) (#331)

Tracks accepted-share difficulty sum and exposes pool-effective hashrate
on /api/pool and /api/stats. Each share contributes work->difficulty
(the assigned pool diff at job time) — matches hmpool/AxeHub-style pool
dashboard semantics so we can compare apples-to-apples.

Single submit-time computation site in stratum_io.c::submit_share. Both
SHA-CPU and ASIC miner paths wire in via mining_result_t.share_diff.
Hero tile renders pool-effective when present, hidden when sentinel-null.
Host tests cover the math helper.
