fix(docker): ARM64 Linux builds and multi-module image context

Use Ivy in container (-Dsbt.coursier=false) so OpenJFX resolves to
published linux classifiers instead of Coursier expanding POMs to
linux-aarch64. Copy all sbt subprojects into game/gateway/ui Docker
contexts. Enable JavaAppPackaging on root Chess so universal stage
exists for service images.
