test(playground): cover SkillSelector component

Adds a colocated Vitest + Testing Library spec for the new toolbar `SkillSelector`, mirroring the pattern used by `agent-selector.test.tsx` / `model-picker.test.tsx`.

Covers the regressions the #2184 review surfaced:
- The compact trigger exposes an `aria-label="Skills picker"`, so screen readers no longer announce just the count.
- The trigger is disabled when the active thread agent does not bind the `skills` built-in tools bundle (e.g. ToolHive Assistant).
- The live enabled count is rendered on the trigger and tracks the IPC response.
- Toggling a skill calls `setEnabledSkill(name, true)`.
- `Clear enabled skills` iterates the raw `enabledNames` allow-list, so it wipes stale rows whose underlying skill is no longer installed — even after a server-side prune has run.
- The clear button is disabled when the allow-list is empty.
