workflows/release: derive tag from head SHA

The previous guard required `github.event.workflow_run.head_branch` to
start with `v`, but `workflow_run` events from tag-push workflow runs
are coalesced with concurrent same-SHA branch-push runs, leaving the
event with `head_branch=master`. Look up the matching `v*` tag for the
triggering workflow's head SHA instead, and forward it to the readiness
check.
