workflows/cmake: publish MSVC x64 and ARM64 artifacts on release

The MSVC build produces the import library (.lib) needed by MSVC
consumers, so include it in the release. Pass
CPACK_SYSTEM_NAME=msvc-${arch} so the package name is
bfcodec-${version}-msvc-${arch}-${build-type}.{zip,exe}, drive the
generator platform with -A x64 / -A ARM64, run on windows-latest /
windows-11-arm respectively, refresh upload-artifact and
attest-build-provenance to the same versions used by the other build
jobs, and add a draft release upload step gated on tag pushes.
