fix(relay): add SPDX header and update RelayManager unit tests

- Add missing SPDX license header to relay-manager.interface.ts
  (CI license-headers job).
- Update relay.manager.spec.ts (added upstream during rebase) to pass
  the new SignerFactoryDecoder constructor argument and add a test
  asserting createSigner calldata routes to the daily-limit relayer
  even when the chain has both relay-fee and no-fee campaign configured.
