project: fix codeql, flatpak, and snap CI failures

- codeql.yml: replace Autobuild with explicit cmake configure and
  build steps. The C/C++ autobuilder cannot drive the project on its
  own.
- sh.tat.bfcodec.yml: add an argparse module before the bfcodec
  module so the dependency is in /app before the bfcodec build runs
  inside the network-isolated flatpak-builder sandbox, where the
  in-tree FetchContent fallback cannot reach github.com.
- snapcraft.yaml: correct the Ubuntu 24.04 (noble) stage-package
  name from libplist-2.0-3 to libplist-2.0-4.
