project: adapt github workflows from bpmdetect

Mirror bpmdetect's workflow set, restricted to Windows targets.

Add release.yml as the orchestrator that promotes the draft release to
published once Build, Prettier, Spelling, Tests, clang-format, and
markdownlint succeed for a tagged commit, and reaps prior
non-publishing Release runs.

Add publish-msys2.yml to update the upstream mingw-w64-winpbcopy
PKGBUILD via a pull request to msys2/MINGW-packages once Release
completes successfully.

Rewrite cmake.yml around a build-msys matrix covering clang64,
mingw32, mingw64, ucrt64, and clangarm64, alongside the existing
Linux MinGW cross-compile job. Each matrix entry passes a distinct
CPACK_SYSTEM_NAME so every cpack artefact has a unique filename;
only ucrt64 and clangarm64 upload to the draft release.

Rewrite codeql.yml and tests.yml to match bpmdetect's autobuild and
lcov + coverallsapp/github-action patterns. Realign
publish-winget.yml with bpmdetect's exact form.

Convert src/CMakeLists.txt to expose CPACK_SYSTEM_NAME as a cache
variable so the workflow can override the default win64/win32
detection.

Drop qa.yml (redundant with clang-format.yml) and remove its README
badge.

Skip flatpak.yml, snap.yml, publish-gentoo-ebuild.yml, and pages.yml,
since their Linux packaging or Doxygen documentation infrastructure
does not apply here.
