project: adopt bpmdetect workflow and packaging set

Mirror the GitHub workflows from sister project bpmdetect to give
parity build, packaging, and release infrastructure (excluding
publish-winget, publish-gentoo-ebuild, and publish-msys2).

Workflows:
- cmake.yml: rename to Build; add macos-15-intel; add MSYS2 clangarm64
  on windows-11-arm with Chocolatey-installed NSIS; add ubuntu-24.04-arm
  matrix entry; deploy Wayland Qt plugins via linuxdeploy-plugin-qt; mark
  release uploads as drafts.
- tests.yml, codeql.yml: drop unused qtmultimedia, ffmpeg, and
  soundtouch dependencies; add -DFHS=ON to align with bpmdetect.
- release.yml: add workflow_run coordinator that promotes the draft
  release once Build, Flatpak, Snap, Tests, and lint workflows succeed,
  then prunes prior non-publishing Release runs.
- flatpak.yml, snap.yml: add Flatpak and Snap builders with attestation
  and draft release uploads on tag.
- publish-winget.yml: remove.

Packaging:
- sh.tat.browserchooser.yml: add Flatpak manifest (KDE 6.9 runtime).
- snapcraft.yaml: add Snap manifest (core24, kde-neon-6 extension).
- CMakeLists.txt: append CMAKE_BUILD_TYPE to CPACK_PACKAGE_FILE_NAME so
  multi-arch and multi-config artifacts get unique filenames.
- .cz.json: track snapcraft.yaml in version_files.
