workflows/*: adopt bpmdetect CI/CD with flatpak, snap, AppImage

Mirror the bpmdetect workflow set so jbt is built and published the
same way:

- cmake.yml gains a Linux x86_64 + aarch64 matrix, MSYS mingw64 +
  ucrt64 + clangarm64 builds with cpack_system passed in, and an
  AppImage step that wraps jbt via linuxdeploy.
- New flatpak.yml and sh.tat.bfcodec.yml build a Freedesktop 24.08
  flatpak that runs jbt on amd64 and aarch64.
- New snap.yml and snapcraft.yaml package jbt as a strict-confinement
  snap exposing home and removable-media.
- New release.yml gates the GitHub release on the Build, Flatpak,
  Prettier, Snap, Spelling, Tests, clang-format, and markdownlint
  workflows succeeding for the same SHA, then unpublishes the draft.
- New publish-gentoo-ebuild.yml and publish-msys2.yml open downstream
  PRs on tag pushes; publish-winget.yml is rewritten to chain off the
  Release workflow.
- Add data/sh.tat.bfcodec.desktop and data/sh.tat.bfcodec.svg used by
  linuxdeploy when assembling the AppImage.
- Refresh codeql.yml and tests.yml deps for libplist, libspdlog,
  libssl, and libzip; bump pages.yml action versions.
