project: adapt CI workflows from bpmdetect

Mirror the GitHub Actions workflow set used by Tatsh/bpmdetect, scoped
to a Linux-only build of this project.

- Rewrite cmake.yml as Build with an x86_64 plus aarch64 matrix, switch
  to install-qt-action, add linuxdeploy-plugin-qt for AppImage Qt
  bundling, propagate DEPLOY_ARCH into artifact and rename steps, and
  draft GitHub releases for tag pushes.
- Rewrite tests.yml to drop the Ubuntu-version matrix, install Qt via
  install-qt-action, switch coverage to lcov plus the coverallsapp
  GitHub action, and run ctest with QT_QPA_PLATFORM=offscreen.
- Rewrite codeql.yml and pages.yml to install Qt via install-qt-action
  alongside the existing apt deps.
- Add release.yml gating GitHub release publication on the union of
  Build, Prettier, Spelling, Tests, clang-format, and markdownlint
  workflow runs for tag pushes; Flatpak, Snap, and publish-winget are
  excluded as not applicable to a Linux-only D-Bus binary.
- Delete the now-redundant qa.yml; clang-format.yml already covers it.
- Add _config.yml so Jekyll excludes CHANGELOG.md when GitHub Pages
  serves the repository root.
- Add a CPack block in CMakeLists.txt that sets CPACK_PACKAGE_FILE_NAME
  to project-version-system-buildtype, with the system component
  including CMAKE_SYSTEM_PROCESSOR on Linux so x86_64 and aarch64
  packages built from the same matrix do not collide.
