workflows/*: adapt to bpmdetect-style for windows-only targeting

Mirror the workflow set used in the bpmdetect repository, restricted to
Windows targets (Linux cross-compile and Linux ASan/CodeQL jobs that
already exist are kept).

- Replace cmake.yml's macOS and Linux AppImage builds with a Windows
  native job (Visual Studio + NSIS) and a windows-latest/windows-11-arm
  MSYS2 matrix (mingw64, ucrt64, clangarm64). Cross-compile job kept.
- Restyle codeql.yml to match bpmdetect; preserve C and C# analysers.
- Simplify pages.yml configure step and drop path filters.
- Restyle tests.yml; keep managed (C# Windows), native (MSYS Windows),
  and asan-test (Linux) jobs.
- Switch publish-winget.yml and publish-gallery.yml to the
  workflow_run-on-Release pattern with secret guards.
- Add publish-msys2.yml to bump mingw-w64-winprefs PKGBUILD on release.
- Add release.yml as the gating workflow that flips the draft release
  once Build, Prettier, Spelling, Tests, clang-format, and markdownlint
  succeed for the same SHA.
- Drop redundant qa.yml; clang-format.yml already covers it.
