project: adapt CI workflows from bpmdetect for Linux

Mirror the bpmdetect workflow set for ipv6-config-update with project-
specific dependencies and naming, restricted to Linux builds.

- Replace cmake.yml with bpmdetect-style Build (Linux x86_64 and
  aarch64 matrix; AppImage via linuxdeploy; build provenance
  attestation; draft release on tags).
- Add release.yml that publishes the draft release once Build,
  Prettier, Spelling, Tests, clang-format, and markdownlint succeed.
- Switch pages.yml to use BUILD_DOCS_ONLY=ON, dropping Qt/systemd deps
  and installing only doxygen and graphviz.
- Adapt tests.yml lcov rules to ipwatch's src/autotests layout.
- Sort codeql.yml dependencies alphabetically.
- Delete qa.yml; clang-format.yml is now the standalone replacement.
- Delete publish-winget.yml; project is Linux-only.
- CMakeLists.txt: add BUILD_DOCS_ONLY option and gate Qt/ECM/systemd
  lookups under it; add CPack settings for unique asset names
  (project-version-system-buildtype, vendor, license, ZIP generator).
