* ci: add Dependabot and Python 3.14 test support

Add comprehensive dependency management and expand Python version testing:

**Dependabot Configuration:**
- Configure weekly updates for GitHub Actions (Mondays 09:00 UTC)
- Configure weekly updates for Python dependencies in config/ directory
- Group updates by ecosystem for cleaner PRs
- Ignore Home Assistant major version updates (require manual testing)
- Limit to 5 open PRs per ecosystem to avoid notification spam
- Use conventional commit prefixes (ci: for actions, deps: for Python)

**Python 3.14 Testing:**
- Add Python 3.14 to test workflow (test.yml) matrix
- Add Python 3.14 to validate workflow (validate.yml) matrix
- Update README.md compatibility table with Python 3.14 (experimental)
- Update CLAUDE.md to document Python 3.14 support
- Note: Python 3.14 requires Home Assistant 2025.6+ (estimated)

**Benefits:**
- Automated security updates for dependencies
- Proactive compatibility testing for future Python versions
- Grouped updates reduce PR overhead
- Weekly schedule balances freshness with maintenance burden

Address CodeRabbit review feedback:

**CI/CD Improvements:**
- Add continue-on-error for Python 3.14 in HACS/Hassfest validation steps
- Python 3.14 is experimental and may not pass all validations
- Other Python versions (3.11-3.13) still fail normally

**Documentation Fixes:**
- Fix coverage requirement from ">60%" to "=70%" (matches repo baseline)
- Clarify Python/HA version compatibility table:
  - Renamed columns for clarity
  - Show minimum HA version required for each Python version
  - Python 3.11/3.12: Require HA 2024.2+
  - Python 3.13: Requires HA 2024.12+
  - Python 3.14: Experimental, estimated HA 2025.6+
- Update note to explicitly state version requirements
