deb: first attempt with deb packaging, related #267

deb_plan.txt originally GHCP generated, some manual notes, tracking
status/progress

status:

debian/* files added with help of GenAI GHCP, manually patched to get
first binary .deb package built

.deb content needs vetting (seems it's missing docs, binary is there,
examples are there)

next steps:

- rework the whole approach going by the git-based blog, creating new
packaging repository in salsa.debian.org and try to use `gbp` to create
debian files and everything

possible gotchas: exclude files, submodules, building from released
version of sjasmplus (missing tests fixes to help with lua5.4)

still so many questions how/what/when/why... to do this correctly.

- even if I would not rework the approach, the .gitignore thing should
be rather in debian/, so patch this experimental branch to fix that
