Track initial file size on DocumentUpload records (#5469)

* Initial plan

* Track size of DocumentUpload files

- Add migration to add upload_file_size bigint column to document_uploads
- Set upload_file_size in DocumentUpload::Create interactor (web UI path)
- Set upload_file_size in API DocumentUploadController#start (API path)
- Update model schema comment and db/schema.rb
- Add tests for upload_file_size tracking in interactor and API controller specs
