test(builders): foundation for typed response builders (#495)

PR 1 of the test-builders plan (todos/test-builders.md). Adds the
builder/helper scaffolding without migrating any existing test.

- testdata/builders: pilot module with PositionResponse,
  PositionEndResponse, PositionMultiResponse, PositionMultiEndResponse.
  Each emits encode_pipe / encode_null / encode_length_prefixed with
  defaults sourced from common::test_utils::constants.
- stubs: collapse 6 duplicated `.replace('|', "\0")` sites into a single
  MessageBusStub::response_messages_decoded() helper.
- test_utils: add assert_request_proto<T> strict-body counterpart to
  assert_request_msg_id; extract inline tests to test_utils_tests.rs per
  the modernize-touched-modules rule.

No production code changes.
