workflows/release: drop CodeQL from watched workflows

Subscribing to workflow_run completions of CodeQL was producing
phantom (Unknown event) startup-failure runs against an internal
GitHub-managed BuildFailed placeholder. The same release-pipeline
pattern works cleanly in the wiswa generator, where CodeQL is run as
its own workflow but never included in the workflow_run watch list,
so match that pattern. CodeQL still runs as before; the release is
just no longer gated on it (security findings do not block releases
in this repository).
