workflows/*: fix release publishing for msys2 and gentoo

Both workflows previously created a local branch with the same name as
the pull-request branch passed to peter-evans/create-pull-request, which
made the action treat that branch as the working base and fail when it
tried to reset to a non-existent origin ref. Stay on master and reset
hard to upstream/master before editing files, then let the action
create the PR branch from there. Pass an explicit base: master.

publish-gentoo-ebuild: replace the missing ebuild manifest command (not
present on ubuntu-latest) with a manual Manifest update that downloads
the release tarball, computes BLAKE2B and SHA512, and rewrites only the
DIST line for the new tarball while preserving any existing entries.
Append the Gentoo proxy-maintainer pull-request checklist (Copyright
Policy, sign-off, AI policy, pkgcheck) to the PR body.
