project: fix Read the Docs URL to use chocolatey-choco host

Add a documentation_uri override in .wiswa.jsonnet so the rendered URL
matches the PyPI distribution name (chocolatey-choco) rather than the
GitHub repo slug (pychoco). Regenerate the README badge,
docs/badges.rst, docs/conf.py site_url, and the pyproject.toml
documentation URL to use the corrected host.
