Refresh Wiswa-managed configuration:

- Bump GitHub Actions: codeql-action to v4.35.3.
- Refactor publish and release workflows to split required vs optional
  workflow checks behind a shared process_workflow helper that returns
  pending/failure/success via numeric rc.
- Bump pre-commit uv hook to 0.11.8.
- Bump dev pins: mypy>=1.20.2, portage-stubs>=0.0.9, ruff==0.15.12,
  ty>=0.0.32.
- Bump runtime pins: click>=8.3.3, niquests-cache>=0.2.4.
- Bump devDependency markdownlint-cli2 to ^0.22.1; record latest Wiswa
  run metadata in package.json.
- Refresh CITATION.cff release date.
- Pin the Keep a Changelog reference to 1.1.0 in CHANGELOG.md and the
  changelog agent prompt.
- Regenerate uv.lock and yarn.lock for the new dependency closure.
