Sync Wiswa-managed tooling: refactor publish and release workflows to
split required from optional workflow checks via a shared helper that
returns status codes; bump codeql-action to v4.35.3, uv-pre-commit to
0.11.8, and markdownlint-cli2 floor to ^0.22.1; bump dev pins for mypy
to 1.20.2, ruff to 0.15.12, and ty to 0.0.32; revert Keep a Changelog
spec reference to 1.1.0 in the changelog agent and CHANGELOG; add the
_wiswa generator metadata block to package.json; refresh CITATION date
and lockfiles.
