workflows/*: gate release on upload-dist

Add a tag-triggered Upload dist workflow that builds dist/index.js
and attaches it to the (still-draft) GitHub release via
softprops/action-gh-release. Wire it into the Release workflow's
required gate so the draft is only promoted after the asset is
uploaded, and add it to release_gate_workflows in .wiswa.jsonnet so
the same gate is reproduced on regen (and observed by Publish's
check job).
