chore(knowledge, personas): Add `software-laws` and `rfd-feedback` (#593)

A new `software-laws.toml` knowledge file consolidates named engineering
principles into four sections: Design Laws (KISS, DRY, SRP, YAGNI,
Hyrum's Law, Goodhart's Law, etc.), Reasoning Heuristics (Chesterton's
Fence, Occam's Razor, Dunning-Kruger, etc.), Engineering Realities
(Hofstadter's Law, Map/Territory, etc.), and Ubiquitous Language. Both
the `dev` and `architect` personas now extend this file.

The `architecture.toml` and `software-engineering.toml` knowledge files
gain several new sections: Architecture Laws (Gall's Law, Conway's Law,
Lindy Effect, etc.), Implementation Laws (Kernighan's Law, Boy Scout
Rule, Postel's Law, etc.), Editing Discipline (minimal-edit vs. refactor
mode), Respect Architectural Boundaries, and Test-Driven Development.
Overlapping content previously in `software-engineering.toml` (KISS,
DRY, SRP) was removed in favour of the canonical definitions now in
`software-laws.toml`.

A new `rfd-feedback.toml` persona handles RFD feedback triage: given an
RFD and its reviewer's response, it produces a structured verdict
(Accept / Amend / Dismiss / Defer) per feedback item before any edits
are proposed.

All active personas (`dev`, `architect`, `rfd-reviewer`) have their
reasoning effort upgraded from `"auto"` to `"xhigh"`, and `dev` and
`architect` now display reasoning in full.
