feat(webui): dashboard banner for sha_self_test_failed (TA-322) (#297)

Add non-dismissible error banner on the SPA dashboard when /api/health
returns sha_self_test_failed: true. The banner appears on all pages via
the global alert system and cannot be dismissed since mining is halted
until the device is reflashed or replaced.
