Exemplar updates since 2026-04-27

Updated infra and moved INSTALL_GTEST parameter into lockfile.json cmake_args (exemplar ab5c7c0c).
Raise gtest_discover_tests DISCOVERY_TIMEOUT to 60s (exemplar 4aaeaa1e).
Add vcpkg port templates, manifest, vcpkg-configuration.json, vcpkg CI/release workflows, README/CONTRIBUTING updates, BEMAN_USE_FETCH_CONTENT_ENABLED flag, and bump infra-workflows from 1.5.3 to 1.6.0 (exemplar c29676b5).
Bump vcpkg registry baselines (exemplar a8a97fde).
