Fix flaky VirtualMCPServer composite tool watch integration test (#5163)

Fix flaky integration test by making assertions atomic

The VirtualMCPServer composite tool watch test had three sequential
assertions — two Eventually blocks and one direct Expect — that could
each be satisfied individually by a transient reconciler state where
CompositeToolRefsValidated=True but Phase=Failed. This allowed the
first two blocks to pass while the final Expect saw the wrong phase.

Combine all three checks into a single Eventually so the test only
exits once the controller has reached a stable state where all
conditions are simultaneously satisfied.
