acu: Upload ProgramTrack points based on time (#1047)

* Added code to check Point timestamps in run_track.

* whitespace fixes

* Changed conditional of point time tracking to MIN_STACK_ADVANCE_TIME

* Added last upload length check for new uploads

* Refactored ACU agent upload to be time based

* Rewrote timing check for uploads

* Removed logging and fixed typos

* Changed code to track current_uploaded time

* Fixed bug that miscounted last_upload_length

* ACU: point_gen wrapper for better run_track logic

* Simplified time check to last uploaded timestamp.

* Ensure we do not go from mode=abort to mode=stop.
