feat: also retry admin-disabled allocation on wait_on_limit

claude code surfaces "Your usage allocation has been disabled by your
admin" on Team plans when the per-session usage cap is hit, not only
on actual administrative disablement. The wording is misleading but the
condition is transient: the session resets on a timer like a normal
rate limit. Add the string to claude_limit_patterns so wait_on_limit
retries through the reset window instead of exiting.

Pattern stays in claude_error_patterns too, so users without
wait_on_limit configured still get a graceful exit with a clear
diagnostic.
