Exemplar updates since 2026-04-27

Updated infra submodule and moved INSTALL_GTEST=OFF from use-fetch-content.cmake into lockfile.json cmake_args.
Raised gtest_discover_tests DISCOVERY_TIMEOUT to 60s to fix MSVC Debug runner flakiness.
Added vcpkg port templates, manifest, vcpkg-configuration, vcpkg CI/release workflows; bumped infra-workflows to 1.6.0 and infra submodule, set BEMAN_USE_FETCH_CONTENT_ENABLED ON, excluded port/ from pre-commit, and documented vcpkg in README/CONTRIBUTING.
Bumped vcpkg-configuration.json default-registry and beman vcpkg-registry baselines.
Removed superfluous comments around the project() name in CMakeLists.txt.
Added .swp and .orig to .gitignore to ignore vim swap files and merge/patch backups.
Bumped infra/ beman-submodule: renamed use-fetch-content lockfile var/prefix from BemanExemplar to Beman, updated llvm-libc++ toolchain SPDX to Apache-2.0 WITH LLVM-exception, fixed Insrumentation typo in telemetry.sh, and updated infra/README to use beman_install_library() with include().
