fix: rename ReconcileDefaultResyncSeconds to ReconcileDefaultResyncInterval

Go linter flags time-unit suffixes on variable names when the type
(time.Duration) already conveys meaning. Rename the Go symbol and its
local companions; go fmt also realigned the env var const block.

The user-facing contract is unchanged: the env var
RECONCILE_DEFAULT_RESYNC_SECONDS and the Helm value
reconcileDefaultResyncSeconds both remain, since their values are
expressed in integer seconds.

Verified with make vet, unit tests, and drift detection e2e tests
(4/4 passed in 263s).
