feat: add release-prep + release-tag Makefile targets (#10)

Branch protection requires PR-mediated changes, so cutting a release is
two steps: bump-via-PR, then tag main after merge. New targets enforce
semver format, branch-on-main, and library.properties parity before tagging.
README documents the flow.
