Round out docs/config.md for v1.0.0

- Add [webui] to the table of contents and a pointer from "How sections
  become I/O channels" so the webui-only table is discoverable.
- Rewrite the [webui] intro to cover both the outbound monitor channel
  and the inbound command channel, and to note both are localhost-only.
- Document the wildcard coercion of [osc].client_ip ("0.0.0.0" etc.) to
  127.0.0.1 at startup.
