wiswa: ignore typescript major bumps in dependabot

Mirror the .github/dependabot.yml ignore rule in .wiswa.jsonnet so it
survives cruft updates. Overrides the npm updates entry from
defaults/dependabot.libsonnet to add an ignore for typescript versions
>=6.0.0, matching the typescript pin already in package_json+ until
ts-jest and typescript-eslint support TypeScript 6.
