Align all bundle MANIFESTs on Common Refactoring Framework `5.2.0`

Commit `bebbaf2` bumped `core` and `feature.xml` to `5.2.0` /
`>= 5.0.0`, but `eval`, `ui`, and `tests` still pinned `3.7.0` in
their `Require-Bundle` headers. OSGi treats `bundle-version` as a
minimum, so resolution still succeeded against the 5.2.0 provider in
the target — but the contract was inconsistent and misleading about
which version the bundles actually depend on.

Bumps the four affected `Require-Bundle` lines to `5.2.0` so all
seven `edu.cuny.citytech.refactoring.common.*` references across
`core` / `eval` / `ui` / `tests` are uniform:

- `eval`: `.eval` and `.core`
- `ui`: `.ui` and `.core`
- `tests`: `.tests` and `.core`
- `core`: already at `5.2.0` (unchanged)

Verified: `466 / 0 fail / 0 err / 11 skipped`, same as before.
