feat(bb_log): add boots_since_panic counter to /api/diag/panic (#169)

- track boots since most recent panic capture in RTC NOINIT memory,
  magic-validated to reject cold-boot garbage
- reset on cold boot, on panic-class reset reasons, and on panic clear
- expose via bb_log_panic_boots_since() and include in GET response
  when a panic log or coredump is available
- update OpenAPI schema; host stub returns 0
