feat(bb_log): make sse keepalive interval a kconfig knob (#167)

- new CONFIG_BB_LOG_SSE_KEEPALIVE_MS (default 5000, range 1000-60000) replaces the hardcoded 10s interval
- lower defaults free the single sse slot faster when peers go away; consumers can tune per fleet without patching breadboard
- rounded down to the nearest 500ms drain tick
