ci: support Python 3.10–3.15 (drop 3.8/3.9, add 3.14/3.15) (#36)

* ci: drop Python 3.8/3.9, add 3.14 and 3.15

Move the supported Python band to 3.10–3.15 across:
- ci.yml matrix (drop py38/py39, add py314/py315)
- scheduled-test.yml matrix
- e2e-tests.yml matrix; bump PyPy from 3.9/3.10 to 3.10/3.11
- tox.ini envlist + gh-actions mapping
- pyproject.toml requires-python (>=3.8 → >=3.10) + classifiers
- setup.py classifiers

Python 3.8 reached end-of-life October 2024; 3.9 reaches end-of-life
October 2025. Bringing the matrix forward to 3.10–3.15 keeps the project
on actively-supported runtimes only and unlocks newer-language features
like match statements and PEP 695 type aliases.

* ci: enable allow-prereleases for setup-python

Python 3.15 isn't yet a stable release in actions/setup-python's
manifest, so the action errors out with "version 3.15 with architecture
x64 was not found." Setting allow-prereleases lets it pick up the
latest 3.15 alpha/beta/RC. The flag is a no-op for stable versions
3.10–3.14.
