Add Nepalese English (en_NP) with Nepali numbering system (#20)

Ports savoirfairelinux/num2words#548 by @ajiragroup.

Adds en_NP — English with the Nepali (lakh/crore/arab/kharab/neel/
padam/shankha) numbering scale. Subclasses Num2Word_EN and overrides
the high-numword scale.
