Port: Uzbek Cyrillic (uz_Cyrl) [upstream #383] (#18)

* Add Uzbek Cyrillic (uz_Cyrl) language support

Ports savoirfairelinux/num2words#383 by @rajab-murod.

Adds Uzbek Cyrillic script (uz_Cyrl, uz_cyr) — distinct from existing
Latin-script Uzbek (uz). Standalone implementation using num2words2's
splitbyx/get_digits utilities.

Two upstream test assertions are commented out:
- 100 → bare "юз": upstream impl always prefixes "бир"; left as bir-prefixed
- Int-with-cents currency form (10111 → 101.11): num2words2's base treats
  integers as whole major units, not minor-unit packed values
