Add Ligurian (lij) language support (#15)

Ports savoirfairelinux/num2words#620 by @jeanm.

Adds full cardinal, ordinal, and currency conversion for Ligurian
(spoken in Liguria, Italy), with all 22 upstream tests passing.
Includes a local pluralize override since num2words2's lang_EU.py
does not yet provide one.
