* fix(ci): bump semantic-release to v24 to fix ERR_REQUIRE_ASYNC_MODULE

Node 20.19+ now natively supports require(esm) and emits
ERR_REQUIRE_ASYNC_MODULE when CJS code requires an ESM module with
top-level await. semantic-release v18's transitive plugin tree pulls
in versions that have since gone ESM-only with TLA, breaking releases.

Aligns Node version (24.x) and setup-node (v6.4.0) across release
and verify workflows, updates .nvmrc to 24, and bumps
conventional-changelog-conventionalcommits to v8 to match
semantic-release v24.
