Node 14 -> Node 22 (#712)

* upgrade of node from v14 to v22 seems to be working presently - going to test ci pipeline now

* working on github yaml file to use most recent yarn version

* updating yml files to see if this impacts pipeline

* yaml multi line update for yarn

* replace depreciated flag for yarn

* updating lockfile

* removed linting script oops

* updating lock and package.json files

* eslint config edits

* removing config file for v8

* needed to downgrade eslint from 9 to 8

* updating eslint files

* adding in eslint-plugin-react

* testing to see if this fixes build

* pipeline fixes and attempts

* deleted node modules and yarn.lock to try again

* linting seems to be working ! need to fix tests for client

* this fixes linting aside from a few warnings (locally)

* fixes global issues

* fixing tests

* many tests were failing because of done() timeout errors & never being called - removing it does fix the test but may need to investigate more deeply

* few more tests - Racial DIsparities Narrative still timing out :(

* testing to see if pipeline passes this

* reverting test changes to see if it fixes pipeline somewhat

* volta ^22 breaks locally - testing to see if it also is breaking pipeline

* forums report significant performance drop between node 12 -> 19 for jest tests - trying to see if extending timeout will fix these

* goofy - forgot to update yarn.lock file

* gettin console.erorr TypeError: Cannot read properties of undefined (reading 'setSelectedCohorts') in pipeline - wondering if it's bc appliedCohortFilter only accepts number[] and not undefined - testing to see if this fixes the typeError

* removing timeout b/c it's taking too long & tests are still failing - mocking window.scrollto function becuase that is throwing console.errors

* TypeError: Cannot read properties of undefined (reading 'setSelectedCohorts') - undefined not showing up as type option at all - pivoting to [] - may still need to update the ... (continued)
