fix(webui): consistent dashboard tile spacing, dedupe card h3 styles (#279)

dashboard tile grid switched from flex+space-between (which pushed
the 5-tile rows' second row to opposite edges and looked off-balance)
to a 3-column CSS grid. cards with 5 tiles now wrap evenly to a 3+2
layout with consistent column widths. mobile keeps auto-fit minmax(90px).

while in there, the identical .card h3 typography rule (uppercase 12px
label) was duplicated across Pool, Dashboard, System, and ChipsCard.
hoisted to ui-kit/styles/utilities.css; the four pages keep only the
small page-specific margin overrides (Dashboard/System need a 12px gap
before the content below; Pool's flex headers and ChipsCard inherit
the default margin: 0).
