feat: Bronze Tier Quality Scale Compliance - 79% Complete (#17)

* feat: reorganize repository structure based on official Imou repo analysis

Improvements:
- Move CHANGELOG.md to root for better visibility (like official repo)
- Clean up root directory by moving development docs to docs/development/
- Clean up root directory by moving test docs to docs/testing/
- Add icons.json for custom entity icons (learned from official repo)
- Add assets/images/ folder for README screenshots
- Create docs/README.md to index all documentation
- Delete temporary commit_message.txt file

Documentation reorganization:
- docs/development/: Development and code analysis docs
- docs/testing/: Test results and summaries

New features:
- icons.json: Custom icons for all entity types
- assets/images/: Placeholder for future README screenshots

Root directory now clean with only essential files.

* fix: correct quality scale from platinum to bronze based on official HA rules

Critical fix: We were incorrectly claiming Platinum tier quality.

Analysis reveals:
- Official HA quality scale has 55 specific rules (19 Bronze, 10 Silver, 23 Gold, 3 Platinum)
- Our quality_scale.yaml only had 12 generic categories
- Actual assessment: Bronze tier (with several Bronze rules still pending)

Changes:
- manifest.json: quality_scale platinum ? bronze (honest assessment)
- quality_scale.yaml: Updated with all 55 official rule names and current status
- Added docs/development/QUALITY_SCALE_ANALYSIS.md with detailed assessment

Current status per tier:
- Bronze (19 rules): ~12 done, 7 todo
- Silver (10 rules): ~5 done, 5 todo
- Gold (23 rules): ~8 done, 15 todo
- Platinum (3 rules): 0 done, 2 exempt, 1 todo

Key blockers for higher tiers:
- Bronze: runtime-data, docs-removal-instructions
- Silver: test-coverage (70% vs 95%), reauthentication-flow, parallel... (continued)
